What Is LCFF?

The Local Control Funding Formula (LCFF) establishes a base grant for every student attending a public school in California. It then provides a supplemental grant for every student in a district who qualifies as low income, is a foster youth, or is an English language learner. Finally, a concentration grant is provided to school districts where more than 55 percent of students receive the supplemental grant. 

LCFF Budget Overview For Parents

The Budget Overview for Parents is the first section of the Local Control and Accountability Plan (LCAP). The revenue and budgeted expenditures referenced in Budget Overview for Parents are tied to the LEA’s Local Control and Accountability Plan (LCAP) and provide a summary of all funding and proposed expenditures for the current LCAP.

Local Control and Accountability Plan (LCAP)

Under the LCFF, Modesto City Schools is required to prepare an LCAP, which describes how we plan to meet annual goals for all students. Modesto City Schools’ LCAP must address eight areas of state priorities:

  • Basic Services

  • Other Student Outcomes

  • Course Access

  • School Climate

  • Implementation of Common Core

    State Standards

  • Parental Involvement

  • Student Engagement

  • Student Achievement

For planning purposes, the state's proposed LCAP template groups the eight state priorities into three categories:

  • Conditions of Learning

  • Student Outcomes

  • Engagement
